How do you “pomp” a float with plastic tablecloths?

We are trying to make a homecoming float and some people mentioned that they know how to pomp a float with plastic tablecloths and I am trying to find a site with directions or illustrations.

If you know of a site or you can explain it, I would appreciate it
We are using chicken wire and plastic tablecloths rather than tissue paper… so please do not include sites that refer to tissue paper pomping
